Deputy City Clerk Emma Gandy has been appointed by the Starkville Board of Aldermen to serve as interim director of finance and city clerk while it seeks to find a permanent replacement for Markeeta Outlaw.
Gandy starts her duties today.
Outlaw informed the board in April of her decision to retire. Gandy has worked in the city clerk’s office since 1999.
Mayor Parker Wiseman said the search for a permanent replacement should be complete this summer.
“I would hope it can be accomplished within a month to six weeks, but the most important variable is the board being at a point where they’re comfortable making a decision,” Wiseman said.
The pay scale for the position is listed as a salary grade 18, which ranges from $63,684 to $84,755. Before advertising for the position, the board heeded city Personnel Officer Randy Boyd’s recommendation to upgrade from a salary grade 15 in order to have a more highly qualified pool of candidates.
The board opted last month to change the description of the title from city clerk to director of finance/city clerk.
Outlaw and Wiseman said Gandy is going to do well while the city continues its search.
“I have worked with her for a number of years. She is very organized and has a very good concept of the city clerk’s office,” Outlaw said. “She’s been an administrative assistant to me, so when I was out she did everything I (normally) do. She’s knowledgable, and I think (the board) will be pleased with her performance. She’ll step in and do a good job.”
“Mrs. Gandy has been with that office for quite a while now,” Wiseman said. “She will be able to serve capably as the interim city clerk.”
