In announcing his candidacy for Oktibbeha County District 3 Supervisor, Marvell Howard made the following statement:
“At the age of 52, I am more determined than ever to see Oktibbeha County reach its full potential as I look forward to serving my second term as District 3 Supervisor. My wife Joyce and I were born and raised here in Oktibbeha County. So were our three children and now our three grandchildren. That is why I will always work hard to make this a place to raise, educate and employ our children and their children.
“I have been honored to have served as president of the board of supervisors for the past two years. Oktibbeha County has experienced many bright spots over the last four years but has also faced some challenges. I was fortunate that the experience and qualifications I brought with me allowed me to go to work right away doing the job that the citizens of District 3 elected me to do.
“I worked for a county supervisor during the summers of my high school years. After graduating high school, I joined the United States Army. Upon completion of my duties, I returned home and became a fireman for the city of Starkville. I also enrolled at East Mississippi Community College (Golden Triangle Vo-Tech) studying electronics and later Mississippi State University majoring in industrial technology. As a solider and a fireman I learned the importance of service and protection of others. After the sudden death of my father, I operated Howard’s Construction Company for a number of years. That is where I developed a good foundation in financing, budgeting and decision making. I would compare being a supervisor to operating a company, in the fact that the decisions that have to be made on a daily basis will determine whether the county’s future and its people are safe for years to come.
“My work experience and strong work ethic have been the two things that I have relied upon the most during my service to the county.
“It is vital that we continue to offer the services needed to for a good quality of life here in our county but I will continue to insure that we are not paying too much for those services. If re-elected, I vow to avoid any unnecessary tax increases and to continue to support education.
“I will always maintain a high level of concentration on our infrastructure and health care system and will continue to promote growth and economic development here in our county. It is no question that I will continue supporting our local industries, our local vendors and our volunteer fire departments.
“I am proud of the gaps that have been bridged and the relationships that have been built both here at home and abroad. Securing a positive future for Oktibbeha County has been and will continue to be my number one goal.
“On Nov. 8, keep experience working for Oktibbeha County.
“Re-elect me, Marvell Howard, District 3 Supervisor.”
