County board OKs proposed ’12-’13 budget

The Oktibbeha County Board of Supervisors approved a 2012-12 fiscal year budget Friday that does not include an ad valorem millage increase.

The budget has a projected revenue of $31,779,821 with $18,656,854, or 58.71 percent, to be financed through an ad valorem tax levy of 110.97. The 2011-12 budget had a projected revenue of $34,280,900 with 53.32 percent, or $18,280,203 obtained through ad valorem taxes.

The county’s general fund for the 2012-13 budget is $11,125,856, a 4.67 percent increase of from 2011-12’s $10,629,268 balance.

Other county funds total $16,974,987 in the 2012-13 budget, a $3,182,609 or 15.79 decrease from last year’s balance of $20,157,596.

The general county millage rate in the budget is 27.60 or 25 percent in property tax collection. Fifty-three percent of the levy, or 59 mills, is designated for county schools. Ten percent, or 11.41 mills, is designated for funding construction on bridges and roads in the county, while 2 percent of the levy goes to Oktibbeha County Fire Services. Six percent, or 6.22 mills, is devoted toward OCH Regional Medical Center.

In other county funds, several department budgets for the 2012-13 budget see a decrease from the previous year’s. The court administrative fund has decreased 78.31 percent, or $23,100 to $6,400 from $29,500 in 2011-12. OCFS’ budget is down 15.71 percent, or $149,890, to a total of $804,500 as a result of grant monies already used to buy a fire truck during the 2011-12 budget period.

State aid road funding has decreased 18.02 percent, or $146,000, to $664,000 from $810,000 in 2011-12.

One notable increase is funding for Oktibbeha County Sheriff’s Department. $2,200,795 will be budgeted toward the department in this budget, 8.85 percent more than last year’s total of $2,021,849. That increase, County Administrator Don Posey said, will go toward helping the department replenish its fleet of patrol cars.

Sanitation and solid waste will have an extra 23.08 percent in its budget for a total of $80,000 over last fiscal year’s $65,000.

The board voted 4-1 in favor of both approving the proposed budget and setting the tax levy for 110.97, with District 4 Supervisor Daniel Jackson opposing each vote. The board unanimously approved a 3 percent cost-of-living adjustment for county employees.

Oktibbeha County Board of Supervisors President Marvell Howard said after approving the budget that he is pleased because it will serve the needs of county residents without requiring any major change in rates.
“We certainly do appreciate all the work that our administrative team does,” Howard said. “We’re rolling right along in the most efficient way possible.”
