Second city hearing on Sunday alcohol sales set Tuesday |

Starkville aldermen will hold the second of two public hearings Tuesday on proposed city ordinance changes to allow Sunday alcohol sales, but it appears three other issues related to alcohol sales are being dropped for the time being. The Starkville Board of Aldermen will meet at 5:30 p.m. Tuesday in the City Hall courtroom for the second of its two regular monthly meetings. Major items on the agenda include the second public hearing on a proposed amendment to the City Code to allow the sale of alcoholic beverages on Sundays. A set number of speakers for and against the proposed change are on the agenda. Scheduled to speak in favor of the proposed change are Alan Couey, Bethany Stich, Jay Yates, Ashley Murdock, Jim Gafford, Nick Pappas and Grady Dixon.
Scheduled to speak against the proposed ordinance change are Marnita Henderson, Buck Swain, Julia Williams, Dot Thomas, Sam Bullington and Bobby Conlin. Later in the meeting, the board will take up the formal amendment to the city’s alcohol ordinance, which will require a resolution directing the city attorney to file a formal petition to the State Tax Commission for authorization to allow Sunday alcohol sales from 11 a.m. to 10 p.m. for on-premises consumption only. This means that only restaurants and nightclub establishments would be allowed to sell alcoholic beverages on Sunday. According to the official board packet released to media outlets, the aldermen will not take up extending the hours of sale to 2 a.m. seven days a week, nor will they discuss lowering the distance alcohol may be sold from schools and churches and allowing suspension of the open container law on public property for large public events. No information on those matter is provided in the board packet, nor are they on the official agenda. Cliff Russell with the Rural Development Administration is scheduled to address the Board of Aldermen on the $5 million loan authorized for the city and the possibility of a time request The Board of Aldermen will also consider authorizing Mayor Parker Wiseman to sign a request for an extension on the loan, which was sought more than seven years ago to finance development of the oft-debated municipal justice complex. Other items on the board’s agenda include consideration of a recycling contract with Starkville Recycling, consideration of multiple recommendations by the Planning and Zoning Commission and a few items of departmental business. The agenda is subject to amendment by the Board of Aldermen prior at the outset of Tuesday’s meeting. For more information, call the Mayor’s Office at 323-4583. Other government meetings are scheduled this week in Starkville and Oktibbeha County that are open to the public. A schedule is as follows: • The Oktibbeha County Board of Supervisors will meet at 10 a.m. today in the board meeting room on the second floor of the county courthouse on Main Street at Douglas Conner Drive. Items on the board agenda include a bid opening at the outset of the meeting, an appearance by U.S. Census Bureau representative Audrey Swanigan, an appearance by Jessie Oden to address road questions, discussion on the hazard mitigation plan resolution and a variety of regular county businesses. Copies of the Board of Supervisors’ agenda will be available at the meeting Monday. • The Starkville School District Board of Trustees will meet at noon Tuesday at the Greensboro Center to approve a resolution for $3 million in interest-free loans and to accept bids for the sale of the remaining $8.58 million of the $26.5 million in bonds for school improvements.
