Construction bid awarded for Electric Dept. building

The first municipal building in the state designed to meet Leadership in Energy and Environmental Design (LEED) standards is on its way for construction.
The Starkville Board of Aldermen on Tuesday accepted the lowest and best bid of $1.9 million from Conn Construction to build the Starkville Electric Department’s new building


Designed by local architect Chris Cosper, the new SED building will be located on the northeast corner of the Jefferson and Lafayette streest. The move has been in the works for more than two years.
The building is designed to be LEED-certified.
Part of the Green Building Certification Institution, LEED certification is the leading sustainability qualification program in the nation.
A $2 million bond issue was passed in 2006 for the construction of the building. About $1.7 million of those funds remain. The bond is financed with existing Electric Department revenues.
“I think this will be a great addition to downtown Starkville,” Ward 5 Matt Cox said before voting to accept the bid.
SED General Manager Ed Hattaway said Tuesday that the department would not have to raise electricity bills to make up for the cost of the building.
“But I can’t speak for TVA (the Tennessee Valley Authority),” he said.
Hattaway said Wednesday that the building was a milestone for the city.
In other business Tuesday, the Board of Aldermen:
• Declared intent to initiate the Safe Routes to School project, which is fully funded by grants.
• Approved the claims docket as of Dec. 31, 2008.
• Accepted the report of receipts and expenditures for the period ending Nov. 30.
